Above 2 kWh the passport is mandatory — including home batteries and commercial storage. These systems stay in service for decades, which makes the durability of the record the real requirement.
Buying a finished pack does not buy you out of the obligation. Whoever places the battery on the EU market declares the data — and answers for it.
The mechanism is settled; the attribute lists are not. That combination decides what is smart to do now and what to leave alone.
